Private Label Cosmetics for Canada: Plan the Product, Label and Notification

For Canadian brands sourcing makeup, skincare or a multi-category beauty line, the practical launch path is to choose the right manufacturing route and prepare Canadian label and notification inputs at the same time. UniBeauty coordinates product development and supply from China for products intended for sale in Canada; we are not a Canadian manufacturer or regulatory adviser.

Short answer

What should a Canadian beauty brand prepare first?

Choose the product route, then prepare one controlled file for the formula, product name, pack version, label copy and responsible contacts. Health Canada states that cosmetics sold in Canada must be notified and that manufacturers and importers are responsible for meeting the applicable requirements. The Cosmetic Notification Form is submitted within 10 days after the first sale; receiving a Cosmetic Number is not product approval.

In practice, confirm the Canadian importer or responsible person, review the ingredient list and concentrations, prepare English/French label elements, approve samples and artwork, and keep each product or eligible shade family mapped to the correct notification data.

Match customization to the brand’s current sales stage.

Local Canadian private-label suppliers often make their launch paths easy to compare: proven stock products for speed, a private-label route for branding, and custom development for greater differentiation. UniBeauty applies the same decision clarity across a broader multi-category supply network.

FASTEST TEST

Ready stock or approved co-branding

Use confirmed inventory to test channel response without starting a full custom production run. UniBeauty can organize a shortlist showing SKU, shade or version, indicative stock, sample status, packaging status and whether the item is unbranded, already branded or potentially eligible for co-branding. Availability and dispatch are reconfirmed before order.

SELECTED SKINCARE

Simple private label

For some established, unbranded skincare products, approximately 500–1,000 units may be possible when the main work is a customer label and redesigned outer carton. Formula, pack, artwork, Canadian label inputs and quantity per SKU still require review; this is not a universal MOQ.

GREATER CONTROL

Custom makeup, OEM or ODM

Custom private-label makeup generally starts around 5,000–10,000 units because formula or shade production, filling and decoration require workable batches. OEM/ODM projects from several thousand to tens of thousands are supported, with price, MOQ and timing confirmed from the actual formula, component, printing process, variants and documents.

Early-brand recommendation: keep several durable core SKUs and use a smaller number of new or trend-led products to test demand. Newness can attract attention, but reachable audience, acquisition cost, margin and repeat purchase determine whether the market is commercially useful.

Launch sequence

Coordinate product approval with the Canadian information file.

Confirm the product’s intended cosmetic function

Define what the product is and how it will be represented. Claims, ingredients, concentration and level of action can affect whether Health Canada treats the item as a cosmetic or another product class.

Review ingredients, concentration data and the Hotlist

Prepare the INCI list and concentration or concentration-range information needed for notification review. Check prohibited and restricted ingredients, conditions of use and required cautions. The Hotlist is updated and is not exhaustive.

Map each formula, shade and pack version

Record the formula code, product and brand name, shades or fragrances, form, function, application area, component, capacity and label version. This reduces mismatches between sample approval, artwork, production and notification.

Prepare Canadian label inputs

Plan the INCI ingredient list, English/French product identity, metric quantity, dealer identity and principal place of business, consumer contact, warnings or cautions, and directions for safe use where required.

Approve samples and controlled artwork

Review product performance, formula–component compatibility, shade or scent, logo method, label copy, carton and market version. Record the approved files before production or decoration begins.

Coordinate import and notification responsibility

Identify the Canadian importer or responsible person and who will submit and maintain the CNF. Health Canada requires the applicable Canadian address in the form. Amend the notification when relevant product information changes.

2026 fragrance-allergen point: Health Canada’s notification guide states that from 12 April 2026, specified fragrance allergens must be provided on the CNF above stated thresholds for rinse-off and leave-on products, and certain fragrance allergens must also be listed on the label. Confirm the current official requirements for the selected product before artwork approval.

Shade families and sets

Can several shades or a gift set use one notification?

Same base formula, controlled variations

Health Canada’s guide allows a single CNF to cover multiple products when the same name or trademark applies, the base formulation is the same except for limited colour, fragrance or flavour changes, and the other notification details are identical. Confirm every condition rather than assuming all shades belong together.

Different products sold together

A gift basket or combo pack whose products are not mixed together is not treated as one cosmetic kit for notification purposes; the guide states that each cosmetic component is notified separately. Keep a component-to-notification map for multi-category sets.

Actual mixed-component kits

Where two or more components must be mixed to create the final product, the CNF kit route and the form of each component require review. Separate this from an outer gift box that simply holds finished products.
