Private Label Cosmetics for India Brands: Plan Products, Import Registration and Landed Cost

For Indian beauty brands, importers, distributors and D2C sellers comparing local third-party cosmetic manufacturing with sourcing from China, this guide connects the product route, quantity per SKU, pack size, shades, packaging and samples with CDSCO import-registration and label planning. UniBeauty coordinates overseas product development and supply; it is not an India-based manufacturer, Indian regulatory adviser or importer of record.

Short answer

Should an India beauty brand manufacture locally or import?

Choose the route after defining the product, quantity per SKU, channel, differentiation and target landed cost. A domestic third-party cosmetic manufacturer can be practical when local manufacturing, fast domestic replenishment or an India-specific supply chain is the priority. Importing can be practical when the selected Chinese product, component, packaging capability or total project economics provide a better fit.

The import route also creates a separate CDSCO workstream. Indian authorities state that an imported cosmetic is registered with its pack size, variant and manufacturing premises. That means a long shade range, multiple pack sizes or unnecessary packaging versions should not be approved before the Indian applicant, regulatory reviewer and supplier agree on the commercial launch assortment.

Sourcing route

Match “low MOQ” and customization to the real first-order plan.

Search terms such as low-MOQ private label cosmetics, ready-to-label cosmetics, custom formulation, OEM, ODM and contract manufacturing describe different production commitments. The workable route depends on existing stock, product format, packaging, logo process, quantity per SKU and desired control.

MARKET TEST

Confirmed stock or approved co-branding

For early channel testing, UniBeauty can organize an inventory shortlist showing product, shade or version, indicative stock, sample status, packaging status and whether the item is unbranded, already branded or potentially eligible for co-branding. Stock and dispatch timing are reconfirmed before order; the Indian buyer still confirms import and label feasibility.

SELECTED SKINCARE

Simple private label at approximately 500–1,000 units

Some established, unbranded skincare products may support an order around 500–1,000 units when the request is mainly a customer label and redesigned outer carton. Formula, product eligibility, artwork, claims, packaging, quantity per SKU and the required India-market files must be reviewed. This is a conditional option, not a universal MOQ promise.

CUSTOM MAKEUP

Private label at approximately 5,000–10,000 units

Custom makeup commonly requires approximately 5,000–10,000 units because shade production, filling, component purchase and logo decoration each have workable batch sizes. Screen printing, hot stamping, labels and other logo methods also change the setup, cost, lead time and packaging MOQ.

FULL DEVELOPMENT

OEM or ODM from several thousand to tens of thousands

Larger OEM/ODM orders can support broader formula, component and custom-packaging development. Exact feasibility, price and timing depend on the product brief, testing, number of variants, decoration, packaging versions and documents. Higher volume may lower unit cost, but only if the business can sell and replenish the inventory.

Commercial recommendation: start with several repeatable core SKUs that can accumulate demand and replenishment history, then add a controlled number of trend products. A product being new does not by itself create a large market; reachable demand, margin, repeat purchase, customer-acquisition cost and reorder stability matter more.

Route comparison

Use the same commercial brief for domestic and imported quotations.

Comparing only the quoted unit price can hide different scopes. Give each potential partner the same formula, pack, testing, documentation, quantity and delivery assumptions.

Registration-aware assortment

Decide the first product matrix before multiplying shades and packs.

CDSCO states that imported cosmetics must be registered and identifies pack size, variant and manufacturing premises in the registration scope. Its FAQ says different colours, shades or flavours may be treated as variants. This makes assortment planning a regulatory and commercial decision, not only a design decision.

Select the launch category and intended cosmetic use

State what the product is, how it will be used and which claims are proposed. Keep the product purpose and claims within the route reviewed by the Indian regulatory professional; CDSCO prohibits false or misleading cosmetic claims.

Reduce the first assortment to sellable core SKUs

Choose the strongest formulas, shades, fragrances and sizes for the actual D2C, marketplace, retail or distributor channel. Do not register or print a wide assortment solely to make the launch look complete.

Map each SKU to the actual manufacturing site

Record the final manufacturer, manufacturing premises, formula code, product name, brand, variant and pack size. A change of source or site can affect more than the purchase order, so substitution should not happen informally.

Confirm the Indian applicant and importer workflow

CDSCO’s FAQ identifies the manufacturer, its authorised agent, an authorised Indian subsidiary or another importer in India as possible applicants. The buyer should appoint the actual applicant and qualified regulatory support before final artwork and shipment.

Approve samples, compatibility and controlled artwork

Link the approved sample to the component, fill, shade, formula, logo method, label and carton version. Ensure any India-market text added later still matches the registered product and approved pack.

Build a repeat-order file

Keep the approved specifications, artwork, ingredient information, pack size, variants, manufacturer details, inspection criteria and shipment records together so the replenishment order can reproduce the same market-ready configuration.

Separate supplier documents from Indian market responsibility.

Important boundary: a supplier can organize available manufacturer and product information, but the Indian applicant and its qualified advisers must confirm the filing route, regulatory acceptability, exact label declarations, duties/taxes and customs entry for the final product.

India label planning

Control the product and importer data before printing.

Rule 34 of the Cosmetics Rules, 2020 sets cosmetic labelling requirements. The final label should be reviewed for the actual product, pack size and route, including any other applicable packaged-commodity declarations.

Product and manufacturerThe labels address the cosmetic name and manufacturer/manufacturing-premises information, including the country where the product was actually manufactured where applicable.Use the final product identity and actual manufacturing source.
Expiry and batchThe rule addresses use-before/expiry information and a distinctive batch or lot reference, subject to stated exceptions.Reserve the correct artwork area and production coding method.
Net contentsThe outer label carries a net-content declaration, with specified exceptions.Match the declaration to the approved fill and pack.
Ingredients and cautionsThe rule addresses ingredient listing and, where a hazard exists, directions, warnings and hazardous ingredients.Review the final formula, product size, intended use and applicable standards.
Imported-cosmetic detailsFor imported cosmetics marketed in India, the unit-pack label includes the import registration certificate number and importer name/address.Do not finalize this area before the Indian entity and registration details are confirmed.
Claims and marketplace copyCDSCO states that a cosmetic may not convey a false or misleading idea.Review pack, website, marketplace listing and distributor material as one claims set.
Landed-cost model

A low factory price is not automatically a competitive India launch cost.

Compare quotations using the same unit, Incoterm, destination, product matrix and service scope. The exact duty, tax and clearance treatment must be confirmed for the product and transaction by the Indian importer, customs broker and qualified advisers.

03 ASSURANCESamples, testing, inspection and agreed documents
04 LOGISTICSExport packing, freight, insurance and destination handling
05 IMPORTRegistration work, duty/tax, brokerage, clearance and local delivery

Price-versus-stock balance: a larger run may reduce the unit price, while too many slow SKUs can increase inventory cost and delay reorders. Model the first order and replenishment together. Use stable core products for continuity, then add selected new items without allowing every trend to create a new pack, registration and inventory burden.

  • Consumer: intended user, price position, core need and purchase frequency
  • Products: category, format, benchmark, function and priority order

These CDSCO primary sources were reviewed for this guide. Requirements and agency guidance can change, so the Indian applicant and qualified professionals should use current official materials for the actual formula, pack, variant, label and shipment.

Regulatory boundary: Information is for general reference only and must be verified with CDSCO, the Department of Consumer Affairs, Indian customs and qualified regulatory, customs and legal professionals.
