Private Label Cosmetics for U.S. Brands: Source, Customize and Plan for Market Entry

For U.S. beauty brands, importers, distributors and e-commerce sellers sourcing from China, the practical brief connects the product route, samples, packaging, MOQ and replenishment plan with U.S. label, MoCRA and import responsibilities. UniBeauty coordinates product development and supply; it is not a U.S. manufacturer, FDA agent or legal adviser.

Short answer

How should a U.S. beauty brand choose a manufacturing route?

Start with the product, quantity per SKU, launch date and U.S. sales channel—then choose ready stock, simple private label, OEM or ODM. A new brand that still needs to validate demand may be better served by confirmed stock or an eligible unbranded formula. A project that needs exclusive shades, formula changes, custom components or full packaging development requires a larger production commitment and a longer approval path.

At the same time, identify the U.S. responsible person, importer and regulatory reviewer. Product listing, facility registration, safety substantiation, label review and import entry are separate responsibilities; a factory quotation alone does not complete the U.S. market-entry plan.

Match customization to real sales capacity.

Buyers often search for a low-MOQ private label cosmetics manufacturer, ready-to-label cosmetics, custom formulation or contract manufacturing as if they were the same service. The practical differences are inventory status, ownership of the product brief, packaging method, production setup and quantity.

FASTEST MARKET TEST

Ready stock or approved co-branding

Use confirmed inventory to test products and channels before carrying a full custom production run. UniBeauty can organize a shortlist with SKU, shade or version, indicative stock, sample status, packaging status and whether the item is unbranded, already branded or potentially eligible for co-branding. Availability and dispatch timing are reconfirmed before order.

SELECTED SKINCARE

Simple private label or ready-to-label route

For some established, unbranded skincare products, approximately 500–1,000 units may be possible when the work is mainly a customer label and redesigned outer carton. Formula, packaging, artwork, claims, U.S. label inputs and quantity per SKU still require review. This is a conditional route, not a universal low MOQ.

CUSTOM MAKEUP

Private label with formula, shades or decoration

Custom private-label makeup generally starts around 5,000–10,000 units because shade production, filling, component purchase and logo decoration must reach workable batches. The same logo can involve screen printing, hot stamping, labels or other processes, each with different setup, component MOQ, unit cost and lead time.

FULLER DEVELOPMENT

OEM or ODM cosmetics manufacturing

OEM/ODM projects from several thousand to tens of thousands can support broader formula, component and packaging development. Exact price and timing depend on the product brief, formula route, testing, component, decoration, pack versions and documents. A larger quantity can reduce unit cost, but only when the buyer can sell and replenish that inventory.

Portfolio recommendation: build several long-term core SKUs with repeat-purchase potential, then use a controlled number of new or trend-led items to create attention. “New” does not automatically mean a large or durable market; reachable audience, acquisition cost, margin, repeat purchase and replenishment determine commercial value.

Project sequence

Connect product development with U.S. market-entry work.

Define the channel, consumer and intended cosmetic use

State whether the product is for DTC, Amazon, retail, spa/salon, wholesale or distribution. Define the product’s cosmetic purpose and proposed claims early; claims to treat or prevent disease or affect body structure or function may cause a product to be regulated as a drug.

Match the route to quantity per SKU

Share the product format, benchmark, number of shades or variants, target pack, first-order quantity and repeat-order expectation. Packaging or printing MOQ can be higher than the formula or filling minimum, so a multi-SKU total is not automatically the usable quantity for each item.

Review formula, ingredients and color use

Map the final formula code and ingredient declaration to the intended U.S. use. For color cosmetics, confirm that color additives are permitted for the intended application and determine whether batch certification requirements apply.

Approve samples, component compatibility and artwork

Evaluate product performance, shade or scent, fill, formula–component compatibility, logo method, carton and label copy. Record the approved formula, sample, component and artwork version before production begins.

Assign MoCRA and label responsibilities

Identify the responsible person named on the label, the regulatory reviewer, the facility-registration and U.S.-agent contacts where applicable, and who will maintain product listings, safety-substantiation records and adverse-event procedures.

Plan import entry and replenishment

Align the declared manufacturer, importer/consignee, product description, country of origin, shipping documents and broker instructions. Keep a repeat-order file for the final formula, label, pack, quantity, inspection requirements and approved changes.

MoCRA responsibility map

Who owns which U.S. cosmetics task?

MoCRA responsibilities depend on the actual company, facility, product and any applicable exemption. The buyer should verify its responsibility map with current FDA materials and qualified U.S. professionals.

WorkstreamCurrent FDA planning pointProject question
Facility registrationManufacturers and processors subject to the requirement register the facility and renew every two years. FDA uses an FEI as the facility registration number.Which actual manufacturing or processing facility applies to the final product?
Foreign-facility U.S. agentFDA’s registration guidance requires a U.S. agent for a foreign facility’s registration.Who is authorized to act as the facility’s U.S. agent for this purpose?
Cosmetic product listingThe responsible person—the manufacturer, packer or distributor whose name appears on the label—lists each marketed cosmetic product with ingredients and provides updates annually.Which company is the responsible person, and who will submit and maintain the listing?
Safety substantiationThe responsible person must ensure and maintain records supporting adequate safety substantiation. FDA does not prescribe one test for every cosmetic.Which existing data and product-specific evaluations support the final formula and intended use?
Serious adverse eventsThe responsible person reports a serious adverse event associated with U.S. use to FDA within 15 business days and maintains the related process. What consumer contact and escalation procedure will operate after launch?
Exemption reviewMoCRA includes certain small-business exemptions, with exclusions for specified product types. An exemption should be confirmed for the actual business and product.Has a qualified reviewer documented whether an exemption applies?

Do not market registration as approval: FDA states that facility registration and cosmetic product listing are not a cosmetic approval program, and it does not issue certificates proving compliance for those submissions. A registration or listing number does not mean that FDA approved the facility or cosmetic product.
